Haruhi attends the prestigious Ouran High School on a scholarship. Most students at this school are from well-to-do families. One day, while trying to find a quiet place to study, Haruhi enters a music room and finds a Host Club, a group of male students who provide companionship, conversation, and flirtation to bored female students. Haruhi accidentally knocks over an $80,000 vase and is forced to work for the Host Club to pay off the debt. The hosts make-over Haruhi and provide an actual school uniform suit, since Haruhi has to get 100 customer referrals in order to pay back the debt. Club "king", Tamaki, takes special interest in Haruhi and delights in piling on the torture and teasing. At some point, Tamaki finds Haruhi's ID, and realizes Haruhi is biologically female, but the Host Club assumed Haruhi was male. Haruhi doesn't care for the gender binary, but is rather more worried about working off the debt and maintaining good grades to keep the scholarship.

This volume picks up at right at the moment Volume 1 ended, which means the recruits are still in the middle of their entrance test. All hell broke loose right at the end as a very powerful kaiju started sabotaging the test and bringing dead monsters back to life. Kafka and Leno come to Kikori’s aid as a humanoid Kaiju takes her to her limit. Kafka transforms in front of her but ultimately saves her life. The test concludes and the recruits get their results - Leno is in as an officer, but Kafka nearly fails. The review panel brings him in as a cadet as some feel he is a hard worker and can provide some comic relief to the squad. Kafka now has to work twice as hard if he’s going to catch up to Captain Mina, his childhood friend.

Light gets into the prestigious To-Oh university and is number one in his class, but there’s another student who tied his score, and they both deliver the freshman class address. Afterwards, the classmate reveals himself to Light as L, and tells Light he is mildly suspicious of him being Kira. This is after several days of surveillance on Light’s room, where Ryuk found all the cameras and Light behaved without suspicion. L tells Light that he wants his help in figuring out the Kira case, but he also doesn’t fully trust Light. The two tentatively form a friendship and work on pieces of the case. Then, a series of tapes are sent to a TV station, and it’s clear to the two boy geniuses that there’s another Kira out there.

We open up on the Garden of Destiny, who is visited by the Three Fates. He is unsettled by what they reveal, so he calls the rest of his family to a meeting: Despair, Desire, Delirium, Death, and Dream. The family chides Dream for his short temper, particularly in the case of his former lover, Nada, who he condemned to torment in Hell for not agreeing to become his queen. He eventually sees their side, and decides to re-enter Hell to free Nada. This might be the end of him, as Lucifer told him so on their last encounter. He says his goodbyes and readies his kingdom, but when he enters Hell, he finds it eerily empty. Lucifer meets up with him and tells him he’s let all the demons go, he’s released all the tortured, and the dead have gone back to wherever they came from. He gives the Key to Hell to Dream and peaces out, knowing the possession of the key is going to make Dream’s life miserable. Shortly thereafter, hosts of deities show up at Dream’s castle, all with a claim to the Key to Hell. 
This slice-of-life story focuses on several high school students, including one who is a robot. Nano is trying to lead a normal high school life, but the giant wind-up key protruding from her back means all her classmates know she’s a robot despite Nano trying to hide it. Yukko and Mio talk constantly about homework because Yukko often forgets to do it. The serious Mia often times sits out the crazy antics of Yukko or participates in unconventional ways that drive Yukko crazy.
Mutta just got fired from his automobile design firm, but this might be the motivation he needs to finally revisit his childhood dream. His younger brother, Hibito, has already achieved the dream and is a NASA astronaut, but Mutta is the older brother and should have paved the way for his younger brother. He applies and makes it past the initial interview, but finds the training and physical tests to be pretty difficult. Mutta becomes part of a competitive group of hopefuls, and has to overcome the label of "Hibito's brother" and the misconception that he's getting special treatment or inside information because of his familial ties.
