Kaneki, Nishio, and Touka take on The Gourmet after Kaneki’s fearsome run in at The Restaurant. As Nishio has decided to align with them for this battle, we see how he became a ghoul and why his partner Kimi is important to him. As a reprieve after the intense fight, Ishida takes us down memory lane with the backstory for Rize, the ghoul from Kaneki's date back in volume 1, and we see what motivated her to come to the 20th Ward. Afterward, it’s back to business as Amon from the CCG continues the investigation by honing in on their unusual visitors who could be the clue to finding The Rabbit.

Charles-Henri Sanson is destined to become the fourth in a line of prestigious executioners, the Monsieur de Paris, but his commitment to justice and kind soul is constantly at odds with his family's cruel line of work. As he enters into his fourteenth year, Henri begins apprenticing with his father, Charles-Jean-Baptiste, and becomes responsible for his first execution. Jean-Baptiste instructs his son on the proper use of his sword to cleanly sever the head in one swing so as to not cause undue suffering to the condemned. Henri nearly gives himself up to become a monk until a fateful night when he instead decides to bear his father's mantel and let the Sanson name die with him.
As a prestigious karate tournament gets underway, a white belt nobody begins summarily taking out champions from a notorious karate dojo known for its karate masters. Four-time champion Suedo decides he is the only one left from the dojo who can take down this upstart amateur, and he challenges Baki to a match. The two face off head-to-head in a somewhat ugly battle that devolves into a bit of a street fight at a certain point. It’s enough to gain Baki some notoriety and land him on the radar of several other well-known fighter champions of several different styles, including his hometown boxing champion who has been scouted for the Olympics.

Kaneki becomes the target of the 20th ward’s resident nuisance: Shu Tsukiyama, also known as The Gourmet, a ghoul with refined tastes and sophisticated wants for his foods. Shu begins by discussing books and appealing to Kaneki’s need for friendship and belonging. But later, Yomo, one of the 20th ward’s suppliers, asks Kaneki to accompany him to meet a lady, and there we learn of the existence of ghoul-human hybrids that can be rarely born to ghoul mothers. They’re extremely dangerous, but the rumors have started circulating around Kaneki because of his tell-tale sign of one ghoulish eye. The lady wants Kaneki to extract information from Shu about a secret restaurant in order to give him more information about himself, so Kaneki will unfortunately have to put himself in more danger if he wants to find out more.
Kaneki and Touka try to keep a ghoul safe from the ghoul-hunting investigators, but Touka’s actions end up endangering her more. The lead investigators engage in intense battles, one with Touka and one with Kaneki. The investigators unveil their special and powerful weapons they use against ghouls, their "quinque", and we learn that these are developed from ghouls' own unique "kagune" skills that are gained through control of blood. The investigators fight with their quinque with deadly results.
