In what seems like a utopia, a declining birth rate has been met with regulation on families that includes certifying who can be parents. This certification process involves inspectors who are children themselves, and their goal is to test prospective parents for fitness to determine who is capable and qualified to raise the next generation of citizens. The inspectors stay with the family for two weeks to discover aptitude and suss out any potential abusers. As the story opens up, an ace inspector is assigned to a couple who have previously failed inspection multiple times, but their circumstances prove to make this assignment very unusual.

Medical issues arise, natural disasters crop up, and the two become fearful that they will be separated in the worst case scenario, and all of their stuff will end up going to their parents. They decide to get creative and work the legal system. Yuta details a complicated legal and cultural context for why he must legally adopt Kyota so that Kyota may become part of his family officially and they can exploit a legal loophole.

But with everyone on high alert at Nest after the attacks, students are not allowed off campus for any reason. The group comes up with a plan to get off campus but ends up with a faculty chaperone at a Nest-sponsored resort house instead. They still manage to find their way to the secret base, and what Suchan and the A Team find at there is arguably way more than a group of first years could possibly hope to handle.

Both are preparing for their coming-of-age ceremony, but Camille feels nothing but dread and unease despite years of preparation. Something feels off about her magic. Camille’s tragic past also continues to haunt her — the death of her mother and twin sister loom large over her as she relives the fire in the greenhouse that took them both and scarred her physically and mentally.
